Due to its small land mass and population,
Hainan Island is the only province of China that does not use normal
prefectural administrative divisions. China also claims the Paracels, Spratlys,
and Zhongsha Islands Authority as a Sansha Prefecture. These three
resource-rich archipelagoes, spread across a wide expanse of the South China
Sea, are also claimed in total or in part by Vietnam, Taiwan, the Philppines,
Malaysia and Brunei. They are likely to gain permanent populations in the near
future.
